{"id":1027,"date":"2011-03-07T12:00:18","date_gmt":"2011-03-07T17:00:18","guid":{"rendered":"http:\/\/www.musicbymailcanada.com\/blog\/?p=1027"},"modified":"2011-03-07T12:00:18","modified_gmt":"2011-03-07T17:00:18","slug":"liberal-party-proposal-on-ubb","status":"publish","type":"post","link":"https:\/\/www.musicbymailcanada.com\/blog\/?p=1027","title":{"rendered":"Liberal Party Proposal on UBB"},"content":{"rendered":"<p>The <strong>Liberal Party of Canada<\/strong> has submited a <a href=\"http:\/\/petition.liberal.ca\/files\/2011\/03\/SubmissionCRTC_UBB.pdf\">proposal<\/a> to the <strong>Canadian Radio-Television and Telecommunications Commission<\/strong> in regards to <strong>Usage Based Billing<\/strong>. <\/p>\n<p>This five page submission was authored by Industry, Science and Technology Critic and former Astronaut <strong>Mark Garneau<\/strong> and includes a statement against the throttling of <strong>VOIP telephone service<\/strong> to &#8220;<em>preferentially advantage home phone lines<\/em>&#8220;. It also includes a statement against UBB fees that would &#8220;<em>disadvantage live-streaming from <a href=\"http:\/\/gan.doubleclick.net\/gan_click?lid=41000000032826727&#038;pubid=21000000000269434\" target=\"_blank\">Netflix<\/a> while leaving Internet Protocol television such as IPTV exempt from caps<\/em>&#8220;.<\/p>\n<p>According to this document, the <strong>Liberal Party of Canada<\/strong> believes that network congestion should be addressed with further investment in infrastructure and location specific measures that are limited to peak periods.<\/p>\n<p>For example, if congestion persists in <strong>Toronto<\/strong> they believe that people in <strong>Saskatoon<\/strong> should not be forced to pay for it, especially those who use the internet off peek from 10pm to 7am.<\/p>\n<p>I&#8217;m guessing that most of the political parties in Canada agree with the major points of this document.
