{"id":2133,"date":"2012-04-25T15:17:20","date_gmt":"2012-04-25T19:17:20","guid":{"rendered":"http:\/\/www.musicbymailcanada.com\/blog\/?p=2133"},"modified":"2012-04-25T15:17:20","modified_gmt":"2012-04-25T19:17:20","slug":"publishers-association-threatens-canada","status":"publish","type":"post","link":"https:\/\/www.musicbymailcanada.com\/blog\/?p=2133","title":{"rendered":"Publishers Association Threatens Canada"},"content":{"rendered":"<p>A &#8220;coalition of international, regional and national publishers associations&#8221; has sent a <a href=\"http:\/\/www.ifex.org\/france\/2012\/04\/20\/ipa_billc11_letter.pdf\">letter<\/a> to our government threatening retaliation for <strong>Bill C-11<\/strong> with a <strong>WTO<\/strong> complaint.<\/p>\n<p>Apparently they dislike several exemptions provided by the bill :<\/p>\n<blockquote><p>&#8220;As currently drafted, however, many provisions of C-11 may allow a broad group of public and private institutions and organizations to copy and distribute works under a vague and intentionally broad educational exception in ways that publishers and authors license, thereby promoting strife and litigation, and potentially violating all three elements of the three-step test.<\/p>\n<p>Similar concerns also relate to the exceptions for non-commercial user generated content, the display exception and the tests and examination exception, the exception relating to publicly available material on the internet, and the inter-library loan exception.&#8221;<\/p><\/blockquote>\n<p>The <a href=\"http:\/\/www.internationalpublishers.org\" target=\"_blank\">International Publishers Association<\/a> is comprised of about 60 international organizations from 50 nations and is based in Geneva. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>A &#8220;coalition of international, regional and national publishers associations&#8221; has sent a letter to our government threatening retaliation for Bill C-11 with a WTO complaint.
